This book attempts to answer the question: "How can Europe 2020, the EU's new strategy for smart, sustainable and inclusive growth, lead to a stronger social EU with less poverty and greater social cohesion?" Examined in depth are achieving the EU's ambitious social objectives to lift at least 20 million people out of the risk of poverty and exclusion by 2020 and the Union's four other mutually reinforcing targets. A key objective of the book is to take a critical look at and draw lessons from the past, 2000-2010 Lisbon Strategy. Another important objective is to explore the format and role of EU coordination and cooperation in the social field in the new EU governance framework, in a context marked by slow recovery after the global economic crisis. Finally, the book also makes proposals for the further reinforcement of this coordination and cooperation and for the improvement of the different instruments available at EU, national and sub-national levels.
The European debt crisis has given new impetus to the debate on economic policy coordination. In economic literature, the need for coordination has long been denied based on the view that fiscal, wage and monetary policy actors should work independently. However, the high and persistent degree of macroeconomic disparity within the EU and the absence of an optimum currency area has led to new calls for examining policy coordination. This book adopts an institutional perspective, exploring the incentives for policymakers that result from coordination mechanisms in the fields of fiscal, monetary and wage policy. Based on the concept of externalities, the work examines cross-border spillovers (e.g. induced by fiscal policy) and cross-policy spillovers (e.g. between fiscal and monetary policies), illuminating how they have empirically changed over time and how they have been addressed by policymakers. Steinbach introduces a useful classification scheme that distinguishes between vertical and horizontal coordination as well as between cross-border and cross-policy coordination. The author discusses farther-reaching forms of fiscal coordination (e.g. debt limits, insolvency proceedings, Eurobonds) with special attention to how principals of state organization affect their viability. Federal states and Bundesstaaten differ in the incentives they offer for debt accumulation – and thus in their suitability for fiscal coordination. Steinbach finds that the originally strict separation between policy areas has undergone significant change during the debt crisis. Indeed, recent efforts to coordinate policy are no longer limited to one policy area, but now extend to several areas. Steinbach argues that further fiscal policy coordination can be effectively deployed to address policy externalities, but that the coordination mechanisms used must match the form of state organization in the first place. Regarding wage policies, there are significant barriers to coordination. Notwithstanding some empirical successes in the implementation of a productivity-oriented wage policy, the high heterogeneity of national wage-setting institutions is likely to prevent any wage coordination.
Modelling and simulation techniques are of central importance to conducting research in sport and exercise science, informing data collection and helping to analyze patterns of movement and physical performance. Modelling and Simulation in Sport and Exercise is the first book to offer an instructive reference for modelling and simulation methods for researchers and sport and exercise scientists. Based around a series of research cases, describing core theories in applied, practical settings, the book draws on examples of modelling and simulation in ball games, biomechanical analysis, physiological testing and monitoring, predictive analysis and sports engineering and product design. Each research case presents a central problem, discusses different modelling approaches that could be used to deal with the issue, analysis of results and a reflection on the methodology and an exercise for students to put the techniques discussed into practice. This is an important reference for any active researcher or upper-level student in sport and exercise science with an interest in mathematical modelling, computer science or simulation techniques.

This book provides a comprehensive overview of the latest research and standardization progress towards the 5th generation (5G) of mobile communications technology and beyond. It covers a wide range of topics from 5G use cases and their requirements, to spectrum, 5G end-to-end (E2E) system architecture including core network (CN), transport network (TN) and radio access network (RAN) architecture, network slicing, security and network management. It further dives into the detailed functional design and the evaluation of different 5G concepts, and provides details on planned trials and pre-commercial deployments across the globe. While the book naturally captures the latest agreements in 3rd Generation Partnership Project (3GPP) New Radio (NR) Release 15, it goes significantly beyond this by describing the likely developments towards the final 5G system that will ultimately utilize a wide range of spectrum bands, address all envisioned 5G use cases, and meet or exceed the International Mobile Telecommunications (IMT) requirements for the year 2020 and beyond (IMT-2020). em style="mso-bidi-font-style: normal;"5G System Design: Architectural and Functional Considerations and Long Term Research is based on the knowledge and consensus from 158 leading researchers and standardization experts from 54 companies or institutes around the globe, representing key mobile network operators, network vendors, academic institutions and regional bodies for 5G. Different from earlier books on 5G, it does not focus on single 5G technology components, but describes the full 5G system design from E2E architecture to detailed functional design, including details on 5G performance, implementation and roll-out.
The Euro in the 21st Century clarifies the perception of the euro and empirically demonstrates that the euro has become a true common currency and the Eurozone a true optimal currency area, presenting, in turn, a model to imitate. In order to demonstrate this, this study analyzes the economic and monetary requirements and policies required to introduce a common currency as well as the theoretical underpinnings of both the European integration process and the historical economic, monetary, political, and social circumstances that favoured the creation of the economic and monetary union. Furthermore, this book sheds light on how the current economic and monetary circumstances are affecting the euro project through and analysis of three intertwined issues. It studies how the economic chaos and financial uproar, which has plagued the Eurozone and world economy since 2008, has affected the single-currency regime as well as the current image of the euro worldwide. Moreover it summarizes the lesson to be learnt from what can be considered 'the first euro crisis'. Finally, it thoroughly analyzes the behaviour of the US Federal Reserve, the European Central Bank, and the International Monetary Fund during this crisis. This book draws on and contributes to several bodies of literature within Political Economy, Economics, and International Relations and is particularly relevant at this time given that the current unfolding economic imbalances are causing some Eurozone Member States to rethink their economic and political views concerning the euro.
In this gripping narrative, Carlo Bastasin reconstructs the main political decisions of the euro crisis, unveiling the hidden interests and the secret diplomacy behind the scene. The European dream was both the rejection of war and the creation of a new spirit of peaceful cooperation. Yet confrontation has been the hallmark of the euro crisis, and national opportunistic gimmicks have driven the awkward attempts to solve the crisis itself. Today, Europe is in a crisis of democracy, which Bastasin has dubbed, "the first War of Interdependence of the global age." Praise for the first edition of Saving Europe Bastasin does an admirable job in analysing the euro-zone's economic challenges and is a sure-footed guide through the seemingly endless European Union summit meetings that were supposed to resolve them. He also has an eye for the human detail that makes his sad account of institutional muddle surprisingly compelling. — Financial Times Bastasin's book is worth reading for its detailed political narrative of the eurozone crisis to date, focusing on the interaction among decision-makers in Europe's capitals. — Foreign Affairs A reconstruction that may be considered definitive. Revelations on the European negotiations are written with talent and go hand in hand with no-esoteric economic analysis and with the right amount of realism to reach the political substance. —Corriere della Sera Anyone looking for general knowledge and deeper understanding of the crisis, I can recommend a formidable analysis by Carlo Bastasin: Saving Europe. The author is a very unusual combination of a qualified economist and driven journalism. —Svenska Dagbladet

To live up to its growth potential and secure its inclusive social model, the euro area must make better use of its available labor. In the aftermath of the crisis, boosting growth is essential to prevent unemployment from becoming a long-term problem and to facilitate the return to fiscal sustainability. Labor utilization in the euro area has been lagging considerably behind its best performing peers. While fewer hours worked may, to some extent, reflect a social choice, higher unemployment rates and lower participation rates, on the other hand, cannot easily be attributed to individual preferences. Here, policies and institutions matter more. And there is little excuse for relatively low labor productivity, a particular bane in southern Europe and an increasing challenge everywhere. Kick-starting growth requires a comprehensive approach to labor and service market reforms. Different circumstances call for different approaches across countries. Countries in southern Europe need to focus on regaining competitiveness, while some in the core should promote higher labor force participation or more open service sector markets. Improving access to the labor market should be high on the priority list everywhere—including through some harmonization of key features of the labor market, which will help deal with intra-euro area imbalances. Differences in labor taxation, unemployment benefit systems, and employment protection will need to be reduced. Improving regulation and reforming taxes and social benefits will be essential to make inroads. For the longer term, focus should be on innovation, education, and on continuing financial sector reforms.

First came the financial and debt crisis in Greece, then government financing difficulties and rescue programs in Ireland in 2010 and Portugal in 2011. Before long, Italy and Spain were engulfed by financial contagion as well. Finally in 2012, the European Central Bank pledged to do "whatever it takes" to preserve the euro area with purchases of government bonds, a step that achieved impressive results, according to William R. Cline in this important new book. One of the world's leading experts on fiscal and debt issues, Cline mobilizes meticulously researched and forceful arguments to trace the history of the euro area debt crisis and makes projections of future debt sustainability. He argues that euro area leaders made the right decision to keep the euro from breaking apart but warns against complacency about the future. Cline contends that troubled European economies should continue their fiscal consolidation but that further debt restructurings for most countries are not called for. Greece is a special case and may need some further debt relief contingent on continued progress on fiscal and structural reform, however. In this landmark study, Cline offers a detailed analysis of the mistakes, successes, and options for Europe as it struggles to overcome its worst economic disaster since World War II.
A tension between (richer) contributing Member States and (poorer) recipient Member States has always characterised the history of the budget of the European Union, the politics of which has often turned fraught. This volume evaluates the prospects for major change to expenditure and the structure of the budget for the period starting in 2014.
