English summary: The modern term constitution is closely associated with the revolutions of 1776 and 1789. The discussion surrounding the preconditions of the constitution not only reflects how the revolution was able to overcome the old, class conscious society, but rather the general process of legal regulation of governance in the spirit of the Enlightenment. The concentration of monarchies in the world of European constitutions after 1800 was a mirror of Napoleonic state authoritarianism. In her study, Ulrike Mussig demonstrates that the growing strength of the parliaments after the July Revolution in 1830/31 led to a smooth transition from a constitutional to a parliamentary system with consistent laws. The balance of power between the monarch and parliament was changing. This evolutionary understanding of constitutional history is the key to Ulrike Mussig's study on the European constitutional discussion in the 18th century.

On Liberty, Utilitarianism and Other Essays

'it is only the cultivation of individuality which produces, or can produce, well developed human beings' Mill's four essays, 'On Liberty', 'Utilitarianism', 'Considerations on Representative Government', and 'The Subjection of Women' examine the most central issues that face liberal democratic regimes - whether in the nineteenth century or the twenty-first. They have formed the basis for many of the political institutions of the West since the late nineteenth century, tackling as they do the appropriate grounds for protecting individual liberty, the basic principles of ethics, the benefits and the costs of representative institutions, and the central importance of gender equality in society. These essays are central to the liberal tradition, but their interpretation and how we should understand their connection with each other are both contentious. In their introduction Mark Philp and Frederick Rosen set the essays in the context of Mill's other works, and argue that his conviction in the importance of the development of human character in its full diversity provides the core to his liberalism and to any defensible account of the value of liberalism to the modern world. `Long may the barbarians continue, I pray, if not to love us, at least to hate one another.' Cornelius Tacitus, Rome's greatest historian and the last great writer of classical Latin prose, produced his first two books in AD 98. He was inspired to take up his pen when the assassination of Domitian ended `fifteen years of enforced silence'. The first products were brief: the biography of his late father-in-law Julius Agricola and an account of Rome's most dangerous enemies, the Germans. Since Agricola's claim to fame was that as governor for seven years he had completed the conquest of Britain, begun four decades earlier, much of the first work is devoted to Britain and its people. The second is the only surviving specimen from the ancient world of an ethnographic study. Each in its way has had immense influence on our perception of Rome and the northern `barbarians'. This edition reflects recent research in Roman-British and Roman-German history and includes newly discovered evidence on Tacitus' early career. This volume brings together the major political writings of Mary Wollstonecraft in the order in which they appeared in the revolutionary 1790s. It traces her passionate and indignant response to the excitement of the early days of the French Revolution and then her uneasiness at its later bloody phase. It reveals her developing understanding of women's involvement in the political and social life of the nation and her growing awareness of the relationship between politics and economics and between political institutions and the individual. In personal terms, the works show her struggling with a belief in the perfectibility of human nature through rational education, a doctrine that became weaker under the onslaught of her own miserable experience and the revolutionary massacres. Janet Todd's introduction illuminates the progress of Wollstonecraft's thought, showing that a reading of all three works allows her to emerge as a more substantial political writer than a study of The Rights of Woman alone can reveal.

We take for granted today the concept of the "social contract"-that it's right for citizens give up some autonomy to the state in exchange for peace and order for all-but the idea was all but unconceived of until English philosopher THOMAS HOBBES (1588-1679) published his masterpiece, *Leviathan*. Written while the author was in self-imposed exile in France during the English Civil War and first published in 1651, this classic work of political thought laid the groundwork for the upheavals that would reshape human culture in later centuries, from the American and French revolutions to the ongoing refining of democracy that continues to this day. Required reading for students of world history, this is one of the great works of civic and social philosophy, presented in the original period language, and remains the best representation today of the author's intent and meaning.
