'Ocean Passages and Landfalls' is a handbook for world cruisers. It provides invaluable passage-planning information for crossing the oceans, with discussions on climates, seasons, oceanography and the merits of different world cruising routes. The heart of the book is an ocean-by-ocean round-up, and at the beginning of each of these sections is a description of routes, followed by information on the countries relevant to these routes. Details of formalities and regulations are then followed by essential information on key harbours and landfalls. This second edition has been thoroughly revised and enlarged and now features new sections on chosen areas and topics - the Atlantic Circuit or Cruising on Ice, for instance. Here the opportunity has been taken to provide more informal commentary and observations based on first-hand experience. These sections are illustrated by the author's colour photographs, many of which have been taken during the production of this new edition and sent in from far-flung parts of the oceans; Rod Heikell in the South Pacific and the Torres Strait, and Andy O'Grady in Brazil and the high latitudes of Chile. As an up-to-date reference for world cruising this new edition of 'Ocean Passages and Landfalls' sets the benchmark as both a practical reference and also as a book for dreamers.

The flood that greeted the new year in 1988 brought home the uncomfortable realization that many suburban areas of eastern Oahu are at risk from sudden and, in some cases, unpredictable flooding. Torrential rains fell over the southeastern portion of the island on New Year's Eve, precipitating major flooding in several suburban neighborhoods and resulting in $34 million in damages. Neither the current meteorological capabilities nor the present flood control structures for the Oahu area proved adequate to predict or control the deluge. This book documents and analyzes the meteorological conditions leading to the torrential rains, the causes and patterns of flooding, the performance of flood control structures in affected areas, the extent of damages, and the effectiveness of the local emergency response and recovery actions. Conclusions and recommendations are drawn from the analyses.

"A superb book.…Mearsheimer has made a significant contribution to our understanding of the behavior of great powers."—Barry R. Posen, The National Interest The updated edition of this classic treatise on the behavior of great powers takes a penetrating look at the question likely to dominate international relations in the twenty-first century: Can China rise peacefully? In clear, eloquent prose, John Mearsheimer explains why the answer is no: a rising China will seek to dominate Asia, while the United States, determined to remain the world's sole regional hegemon, will go to great lengths to prevent that from happening. The tragedy of great power politics is inescapable.

Americans’ safety, productivity, comfort, and convenience depend on the reliable supply of electric power. The electric power system is a complex “cyber-physical†system composed of a network of millions of components spread out across the continent. These components are owned, operated, and regulated by thousands of different entities. Power system operators work hard to assure safe and reliable service, but large outages occasionally happen. Given the nature of the system, there is simply no way that outages can be completely avoided, no matter how much time and money is devoted to such an effort. The system’s reliability and resilience can be improved but never made perfect. Thus, system owners, operators, and regulators must prioritize their investments based on potential benefits. Enhancing the Resilience of the Nation’s Electricity System focuses on identifying, developing, and implementing strategies to increase the power system’s resilience in the face of events that can cause large-area, long-duration outages: blackouts that extend over multiple service areas and last several days or longer. Resilience is not just about lessening the likelihood that these outages will occur. It is also about limiting the scope and impact of outages when they do occur, restoring power rapidly afterwards, and learning from these experiences to better deal with events in the future.

The French in the South Seas

The French connection with the South Seas stretches back at least as far as the voyage of Binot Paulmier de Gonneville (1503-1505), who believed he had discovered the fabled great south land after being blown off course during a storm near the Cape of Good Hope. The story of his voyage remained largely forgotten for over 150 years, but eventually resurfaced in 1664 thanks to the publication by the Abbe Jean Paulmier of a document in which he argued, on the basis of this supposed discovery, for the establishment of a Christian mission in this "third part" of the world. While historians today contest the authenticity of various aspects of the Abbe Paulmier's Memoires, there is no doubt about the impact it had in France, both on the collective imagination and, more concretely, on French plans for exploration and colonial expansion. It was not until the eighteenth century, however, that France began sending mariners to the southern oceans on a regular basis, and by that time a new maritime power had begun to emerge: Great Britain. Together, these two nations would play a decisive role in determining the configuration of these little known parts of the globe, and particularly of the Pacific, which had for so long been the almost exclusive preserve of Spain.' (From the Introduction by John West-Sooby.) DISCOVERY AND EMPIRE is a collection of essays originating out of a symposium that was held at the State Library of South Australia on 8 July 2009. The symposium formed one of the strands of the XVIIth Biennial Conference of the Australasian Association of European Historians (6-9 July 2009), the overall theme for which was 'Europe's Expansions and Contractions'.
